Human Services Consultant

I am a consultant for the Annie E. Casey Foundation, which is an organization committed to improving the child welfare system and improving the lives of children and families. I have provided consultation to cities and states that are reforming their child welfare systems. In that capacity, I have worked with the following child welfare systems: Anaheim and San Francisco California, Cleveland Ohio, Denver Colorado, Flint Michigan, Louisville Kentucky, and St. Louis, Missouri.
 
I also serve as the pastor of a congregation (St. John Baptist Church of Kimball Michigan) that consists primarily of foster and adopted children. I am a former child welfare administrator for the Michigan Department of Human Services in which I was responsible for implementing major child welfare reform efforts which resulted, overall, in a substantial decrease in the number of children entering the foster care system. In that capacity, I managed an office that provided adult protective services, child protective services and foster care services to children who were victims of abuse and neglect. I was directly responsible for the management of 250 employees.

I was also responsible for the alignment of the State of Michigan’s State Automated Child Welfare Information System (SACWIS). In that role, I ensured that all child welfare computer programs were properly linked and fully operational before being released to State employees. I am currently a PhD candidate in Human Services at Capella University. I have a Masters Degree in Human Resource Development and a Bachelor’s Degree in Community Services, both from Siena Heights University. I am also an Adjunct Professor at Siena Heights University, instructing courses in Human Resources, Labor Relations, Community Services, Civil Rights/Civil Liberties, Contemporary Social Problems, Investigative Techniques, Marriage and Family Relations, and Public Administration. In addition to being a former city and federal police officer, I have also served as Black Employment Program Manager for the U.S. Department of Defense.
